Free services include vaccinations, collar/leash, ID tags, spay-neuter and more. These services include free spay/neuter for stray cats. Project CARE is a program of the Cleveland Animal Protective League that is fully funded by American Society for the Prevention of Cruelty to Animals (ASPCA).
