(Plain Press November 2026) As temperatures begin to drop, Step Forward is preparing to help Cuyahoga County residents keep their homes safe and warm this winter. Beginning November 1, the Home Energy Assistance Program (HEAP) Winter Crisis Program will provide assistance to income-eligible households facing utility disconnection, those already disconnected or those with less than 25% of their bulk fuel supply remaining.
As Cuyahoga County's sole HEAP provider, Step Forward continues to serve thousands of residents struggling with rising energy costs. The Winter Crisis Program runs through March 31, 2027, providing critical support during the coldest months of the year.
Households whose utilities are still connected, including those with a disconnection notice, should schedule a regular Winter Crisis appointment by calling (216) 480-HEAP or visiting stepforward.itfrontdesk.com. Once an appointment is secured, a utility hold can be requested for up to 30 days to help prevent disconnection.
NEW! To help residents access urgent assistance without waiting outside in potentially dangerous weather conditions, Step Forward is introducing Next-Day Emergency Reconnection Appointments for households whose utilities are already disconnected. A limited number of appointments become available at 10 a.m. each business day for the following business day. Disconnected utility status will be verified, and all appointments will be conducted by phone.
